Here are some more details on the Hero rarity changes announced in the latest edition of Feh Channel.
Starting on April 10, 2018 at 7:00 AM UTC, some Heroes who are currently only as 4 
or 5 
Heroes will no longed appear as 5 Heroes. Instead, they will become 3 
or 4 Heroes only. This change affects a large number of Heroes introduced into the game up until September 2017.
(Heroes who are currently available only as 5 Heroes, as well as Heroes who are available as 3 or 4 Heroes, will remain unchanged.)

The following 46 Heroes will no longed be available as 5 Heroes. They will be available as 3 and 4 Heroes instead:

There are currently 49 Heroes who are available at 3 or 4 , so this will make a total of 95 Heroes who are available at 3 or 4 .
